56 hour residency limit?

I was just reading in a blog that a 56 hour work week limit for residents is "on the horizon." Any ideas if this is true, or how far on the horizon it would be? I know there is a lot of debate about whether this would be good for medical training, but I'm mostly wondering if its true...

If that happens, I might as well kiss being a competent OB/GYN one day goodbye. That is going too far. I'll never have a prayer's chance of achieving competency if they cut residency hours to that low of a total. With all that medicine gains in new knowledge every year + new surgical techniques, I can't imagine...

Praying that whatever blog you read is incredibly inaccurate.

I think there was some talk about increasing the length of residency. Also, I should note that this was on the blog on a post from 2008...and I can't find any recent updates on the issue.
