Emergency Management Specialist

Job Summary
Develop and implement Emergency Preparedness Programs, review existing programs and recommend improvements. Ensure familiarity with existing emergency preparedness and response programs including but not limited to Emergency Action Plan, Hurricane Plan, Winter Storm Plan, Lightning Safety Program and Hostile Intruder Guidance. Review these programs annually and provide recommended improvements. Work to develop new programs to further protect the University. Recommend enhancements to the Brown Ready website. Provide staff support for Emergency Notification System (Brown Alert) and Emergency Siren Warning System (Brown Siren). Update manual personnel lists within Brown Alert, set up notification tests for EHS and others, be trained and prepared to send emergency notification during emergencies once authorization has been provided, especially for weather related incidents and as back up to Brown Public Safety (DPS). Schedule and support Brown Siren tests and assist with maintenance and testing. Work with various groups and senior leaders to improve participation in BrownAlert, especially mobile phone numbers for text messaging. Manage Business Continuity planning efforts on campus. Assist departments with existing plans and expand participation by departments. Plan, communicate and manage the annual review and revision process for all departmental plans. Monitor and manage all software system updates. Assist with expanding development of Departmental Continuity Plans until all departments, centers and other areas have plans. Assist with ensuring that annual reviews are completed by responsible departments, and plans are updated as needed. Assist in developing and delivering Continuity Planning exercises. Deliver ongoing training on various emergency preparedness topics to faculty, staff and students with classroom and online training. Develop and deliver tabletop and other emergency preparedness exercises to increase awareness and resiliency. Develop PowerPoint scenario based presentations, facilitate exercises or assist in facilitating larger exercises to challenge and prepare responders, the Core Crisis Team and various groups and departments across campus in advance of emergencies. Review and update other training including Emergency Action Plan, Hostile Intruder, and others. Provide support to Occupational Health & Safety (OHS) Programs as needed and available. Cross training opportunities are encouraged to maximize the resources within EHS. Attend various training programs offered by Brown EHS and outside vendors as needed to be crossed trained in other EHS areas and provide staff support to these areas as needs arise and resources are available. Support the Core Crisis Team on campus to ensure that the communications and decision making structure are in place. Monitor extreme weather including hurricanes and winter storms and communicate as needed to decision makers including after hours, nights and weekends. Review and update the Emergency Management & Preparedness manual with input from Director of EHS and Core Crisis Team chair. U pdate the Emergency Contact Wallet Card to ensure that mobile phone numbers are up to date. Distribute updated Manual and wallet cards annually to ensure awareness and familiarity. Update Emergency.brown.edu Official Use Only link with updated manual and access emails. Communicate extreme weather so prudent decisions regarding campus operations can be made. Other Information. Provide emergency management support to Brown’s complex academic, residential and research campus of over 15,000 students, faculty and staff. Become familiar with the campus buildings as needed to plan trainings and exercises and to respond during emergencies. Assist as available and requested in busy EHS office. Must be able to lift up to 50 lbs.

Job Requirement
Qualification:
Minimum of bachelor’s degree preferably in areas such as emergency management, engineering, or a physical science or an equivalent combination of education and experience.

Several years of experience in emergency management or closely related field. University experience preferred but not required.

Very good organizational skills, attention to detail and communications skills, both verbal and written.

The ability to work as a team during preparedness projects and during emergencies. Computer system skills including but not limited to Microsoft Word, Excel and PowerPoint. Additional experience with emerging software of applications desirable including Filemaker Pro.

Ability to access all areas of the campus and respond in a timely manner to emergencies on an on-call basis including nights, weekends and holidays as needed.
